Sovereign AI: The Emerging Battlefield in the US-China Tech War

OpenAI has recently initiated partnerships with multiple foreign governments to develop what it terms "sovereign AI" systems. This effort is part of a strategic push to help nations gain control over a technology with the potential to significantly impact their economies. OpenAI is aligning its initiatives with U.S. government interests, arguing that democratic nations must lead the way in AI technology to counter China’s rapid deployment of its own systems globally.

Proponents of sovereign AI assert that the proliferation of AI developed in democracies is vital, especially as rivals seek to make allies reliant on their technology. This sentiment echoes claims made in the Trump administration’s AI Action Plan, which highlighted the importance of American technology in preventing dependency on adversarial systems.

OpenAI is engaging with nations such as the United Arab Emirates (UAE), which lacks a democratic governance structure. Jason Kwon, OpenAI’s chief strategy officer, suggests that association with non-democratic governments may facilitate their transition toward liberal practices, emphasizing a belief that engaging with such regimes could yield better results than isolation approaches.

Critics challenge this view, positing that genuine sovereignty over AI requires governments to have visibility and control over the underlying models. Clément Delangue, CEO of Hugging Face, contends that true sovereignty is unattainable without open-source frameworks, a domain where China has already gained a significant edge with its popular open-source AI offerings.

The concept of sovereign AI encompasses a spectrum where countries can exert varying degrees of control over their AI infrastructures. This includes managing everything from hardware to software, ensuring compliance with local legal frameworks. Specifically, OpenAI’s collaboration with the UAE includes a planned 5-gigawatt data center in Abu Dhabi, but reports suggest the UAE government won’t have access to modify or inspect the underlying model used for its deployment.

Historically, the idea of assisting authoritarian states with AI infrastructure drew backlash, reminiscent of protests against Google’s plan to create a censored search engine for China. However, the tech community’s response appears less intense in current scenarios, as the normalization of operations within a country’s legal framework seems to have set in.

OpenAI maintains that it will not comply with foreign requests to censor information. Kwon has stated that the organization will not eliminate information from its models, emphasizing a commitment to integrity in data dissemination.

As U.S. firms scramble to solidify partnerships abroad, China is actively distributing its open-source models globally. Tech giants like Alibaba and Tencent, alongside startups such as DeepSeek, have introduced models aligning with or exceeding the capabilities of U.S. alternatives. Such models have been widely adopted in various international markets, particularly in regions like Japan.

OpenAI, in response, has also entered the open-source arena, releasing its first open-weight models since GPT-2. This initiative, motivated in part by a wave of competitive pressure from Chinese sources, aims to maintain relevance in a swiftly evolving AI landscape.

Industry analysts underscore that the rapid iteration of open-source models by Chinese companies is allowing them to keep pace with or surpass U.S.-based AI firms. The flexibility of open-source strategies allows for collaborative development, maximizing resource distribution among labs that share their innovations, which contrasts with the U.S.’s primarily closed-source approach.
