- Constable Richard: Inspired by the Officer Dick character from prior games, he can be unlocked by collecting 19 hidden panda plushies scattered throughout the game’s 19 levels.
- Birdman: To unlock this character, which represents Tony Hawk’s brand, players must complete all goals in the game and then buy an item called "feathers" from the shop.
Additionally, there are two skaters, Doom Slayer and Revenant, that are exclusive to the Deluxe Edition of the game. To access them, players must purchase this edition or upgrade from the base game.
