ICE Firearms Trainer Linked to Multiple Deadly Shootings: What We Know

The owner of a law enforcement training company, TruKinetics LLC, who has a controversial background in police shootings, is raising concerns about the training of paramilitary units within Immigration and Customs Enforcement (ICE). David S. Norman, a former Phoenix police officer, testified in a 2021 deposition that he was involved in at least four fatal shootings during his service. He claims to have fired upon armed suspects, leading to these deaths.

TruKinetics provides specialized training on tactics including hostage rescues, close-quarters combat, and breaching techniques. Their contract with the Department of Homeland Security involves a 40-hour training course for Special Response Teams (SRT) at Fort Benning, Georgia. These teams, which have expanded considerably in recent years, are composed of agents who might now be deployed for civil immigration enforcement and crowd control—a significant shift from their original high-risk operation focus.

Norman has openly described his aggressive approach as a police officer, stating in interviews that he sought high-risk experiences and even joked about hoping for police encounters to coincide with his days off. Despite a history of violent confrontations, his past with the Phoenix Police, including involvement in a notorious shooting incident and several commendations, complicates his credibility. The scrutiny surrounding his character raises questions about the types of individuals training paramilitary forces.

The use of SRTs in non-violent situations has been criticized, with specific incidents leading to fatalities during protests highlighting the troubling consequences of their deployment. Debates continue over whether these teams are effectively trained and the implications of their militarized tactics. As the use of these specialized units by ICE for routine operations increases, so does the concern regarding the training and mindset of those operating within these roles.
