Microsoft Alerts: Foreign Disinformation Targeting the US Election from Multiple Fronts

As November 5 approaches, the Microsoft Threat Analysis Center (MTAC) issued a warning on Wednesday about the ongoing and evolving foreign influence operations by Russia, China, and Iran aimed at the US presidential election. These threats should not be overlooked, even though they may seem increasingly routine. In their fifth report, the group highlights the spectrum of active operations and indicates that these attackers will likely aim to create doubts surrounding the election’s integrity after it concludes.

Despite the rising tensions in the Middle East, Microsoft reports that Iran continues to conduct targeted operations against the US election, notably focusing on the Trump campaign while also trying to incite anti-Israel sentiments. On the other hand, Russian actors have been seen prioritizing attacks on the Harris campaign, utilizing character assaults and AI-generated materials, including deepfakes. Furthermore, researchers note that China has recently adjusted its strategy to concentrate on down-ballot Republican candidates and current members of Congress who encourage policies that oppose Chinese interests or conflict with them.

Importantly, MTAC asserts that it is highly likely these foreign actors will endeavor to fuel division and distrust regarding vote security on Election Day and shortly thereafter.

“As MTAC noted during the 2020 presidential election cycle, foreign adversaries will enhance claims of election fraud, rigging, or other issues related to election integrity to generate chaos within the US electorate and erode international confidence in the stability of US politics,” the researchers stated in their report.

As the 2024 campaign season approaches its climactic finale, researchers anticipate that AI-generated content will increasingly appear in new campaigns, particularly due to the swift dissemination of material in the heated moments surrounding Election Day. The report also highlights that Microsoft has observed Iranian actors exploring election-related websites and media outlets, hinting at preparations for more direct influence operations as Election Day approaches.

Chinese actors targeting U.S. congressional races further exemplify a skilled and extensive strategy in implementing influence operations. Recently, China-affiliated groups have initiated campaigns against U.S. Representative Barry Moore, as well as U.S. Senators Marsha Blackburn and Marco Rubio (who is not due for reelection at this time), focusing on allegations of corruption and advocating for rival candidates.

MTAC indicates that despite many influence campaigns launched by these actors failing to gain traction, their importance cannot be understated. The narratives that do resonate have the potential for substantial impact, and overall, these activities add to the proliferation of misleading and false assertions circulating within the election’s information ecosystem.

“History has demonstrated that foreign entities can swiftly spread deceptive content, which can greatly shape public perceptions and influence electoral results,” noted MTAC general manager Clint Watts in a blog post on Wednesday. “With a keen focus on the 48 hours leading up to and following Election Day, voters, governmental bodies, candidates, and political parties must stay alert to deceptive and suspicious activities online.”
